Blank passports stolen in UK

doesn’t seem quite right. If I recall correctly passports have to be usable by manual means ‘in case’ the chip is damaged. Whoever buys these and gets questioned can just say “my kid was fooling around with it near the microwave, could that be the problem?”. Then the customs agent will default to a manual inspection of the documentation.
